Vehicle should be 4 wheel drive all the time. shifter for Hi Lo only. It sat for a long period of time without being driven, over a year. It has less than 100k miles and when I retrieved it from retirement the 4 wheel drive no longer worked. Vacuum hose???

get the gearlube hot, see if it wakes up, i bet it does.
there is no vacuum hose. that is part time. used long ago.
vacuum ended in 1995 with command trac.
the newer cars the front axle is cut out, inside the transfer case front end. ending vacuum and now electric.

Four low is almost never used. I use it on very steep rocky or muddy trails in the woods or to pull someone out of mud or a ditch. Though some will shift standing still it is best do do this while rolling. Four high can be shifted at low speeds of 2 to about 35mph (higher also but not really good idea) Low can only be shifted between 2 to 10mph. If you find yourself stuck and unable to shift because you aren't rolling you can also turn the engine off, engage the transfer case and re-start. That avoids having the gears clashing together. Best rule is if it begins to grind, don't force it.

With low miles such as you have, It would be expected that the four wheel drive should not fail. Especially if it is not frequently used.
your vehicle has a quadratrac system which simply means it operates in two wheel drive and engages 4 wheel drive when the rear wheels begin to slip. The device that enables that to happen is inside the transfer case...It is called a fluid coupling. You have another similar device that you can see...the clutch device on your mechanical fan. The coupling is filled with a grease that expands and drives the locking mechanism. Expansion is caused by heat (caused by slip in the rear).
Sounds great, but often the grease escapes causing a malfunction. It can also be damaged by unequal tire heights.
A transfer case is not user friendly when it comes to rebuilding. (unless you have experience)
Things you can check are the lube level in the transfer case, also try to clumb a steep slippery grade and have someone watch to see if the front wheels engage. If not check the axle joints and make sure the front differential is turning the front axles (wheels off the ground, turn each wheel while someone holds the other and see if the driveshaft turns.) if everything looks good then likely the problem is inside, likely the coupler.
As far as how low gear works, some I've seen get difficult to engage from lack of use. But, if the transfer case is in need of work that is all part of the same unit so it does not matter. Low is used for driving very slow pulling a heavy load.
I can't tell you exactly what's failed because I can't see/hear it. but I hope the info I gave you helps you to understand and do some checking.

i would get a tune up replace fuel filter oil change trans and diff service and a coolant flush

Ok so I'm having the same problem. My drive shaft spins but it doesn't really feel like I'm in 4x4 it jumps in 4low when u put it in drive but no matter what, the front tires won't spin, even in mud, they just sit there like I'm in 2 high. It's lifted and the vacuum lines are just hanging on the passenger side, I need an extension kit for them to reach. I'm new to this so Ill ask, do they lines HAVE to be hooked up for 4 wheel drive to work and if so do yall know where I could find an extension?
