My wild guess is:
the 3L30 transmission there, used from 1989 to about 1999?
check levels yet> ATF levels>
not shifting means zero.
is it stuck in 1st gear, when in Drive or L?
does reverse work
does it slip or flare.
does the 1st gear stall test pass, a 5 second test? seen in the FSM.
is filter clean. and pink ATF fluid or black full of metal flakes.

Inside trans. pan at the rear of the valve body. They have a wire clip which holds them in.

I had the same problem
with my 1999 Silverado which would blink several times on the mode I selected
then go back to the 2 wheel High. I
found the switch module to be defective, after replacing it I have never had
the problem again.
