Ford runs the fuse to the coil side of the relay, then to the inertia switch, then to the module. The module supplies power and ground to the pump. When you unplugged the module, you eliminated the short to ground. Replace the module. It wouldn't be the wiring from the fuse because if it were, it would still blow the fuse, if the hot wire was grounding out.

Unplugging the fuel control relay or module will ensure no current is entering the wire heading towards the fuel pump. The likelihood is there is a short circuit somewhere along that part of the circuit though it is possible the relay could be faulty.
Ideally, with the aid of a circuit diagram, the wire should be traced from the source at the fuel pump module along its length until the fault is discovered. There is intelligent equipment available that can locate short circuits.
