The passenger airbag is activated by a weight switch in the seat. It requires enough weight to activate in order to protect younger children when seated there. The is no external switch to turn it on.

The best way is to have someone reset it with a code reader. You can also try disconnecting the battery for about 5 minutes. Disconnect the positive side.
Will only go on when someone is sitting in the seat. Designed this way so if in an accident, bag doesnt deploy if no one in seat, very expensive to replace.
