Charge the battery, take it to be checked at a parts store Advance auto parts or Auto Zone, When you say no power at the battery that tells me that the battery is dead, if that's not what you meant check the ground wire and battery terminals, clean and reattache terminals to confirmed good battery. If still no power to key see if you have brake lights cigarette lighter etc. accessorie that don't require the key to be turned on, if you get power to these things and still no power to starter the solenoid for the starter could be faulty, I would need more info to diagnose this problem.

What would cause the engine to not turn of when removing the Ignition key on a 2003 Navigator.

sticking relay contacts in the PCM power relay , maybe . It's located in the central junction box . That is the inside the vehicle fuse box. That relay supply's power to the engine computer , ignition system , fuel etc.... If the contacts are stuck closed or sticking the engine would keep running with key off .

When key is turned nothing happens

IT'S MOST LIKELY THE IGNITION SWITCH AT THE BOTTOM OF THE STEERING COLUMN UNDER THE DASH. BUT:
Make sure of the following:

Batt fully charged

terminals clean and tight at batt and starter solenoid

Starter solenoid is working properly

1994 E150 van ford no alt power have changed the alt. charged the batt

There is a fuse or fuseable link between the alt and battery, and the alt gets a signal from the key to activate the voltage regulator.
I would check for batt voltage at the alternator and you may need a wiring diagram to check for key voltage.

When i turn the key nothing happens also has new battery

check for power at starter and also check for power on ignition wire on starter selonoid while ignition is turned to start position. be cautious as it could engage. do you have power to trk radio,lights etc?? If not then check all batt cables connections to batt and grounds and to starter. also check fuses for a starter relay.

I turned my car off and when i tryed start it only made one clicking sound each time i turned the key.The Headlights,radio,interer functions seem to work normally.

Battery either weak or not making a good ground connection. Check batt poles to see if they need cleaning, check water in batt.
Still won't start? Pull batt and take to Auto Zone and have it checked.
