More than likely your van is just missing the required fuses and relays. In the fuse panel in the engine compartment there should be a 20amp fuse in location F48, a 20amp fuse in location F57, a 15amp fuse in location F58,and a 30amp fuse in location F63. There are also 4 relays required. 2 rectangular 5 pin(Part#F5TZ-14N089-B) and 2 small square 4 pin(Part#5L3Z-14N089-AA). Unfortunately these are not given locations so I will try and give you an idea of where they go. The 1st 4 pin goes above fuse F53 and the 2nd goes above fuse F56. The 1st 5 pin goes above fuse F17 and the 2nd goes above fuse F21. If you have the owners manual these will be easy to find or a diagram may be stamped into the fuse box cover. Also some vehicles come with all the required fuses and relays and instructions in the glove box for adding trailer tow. I'm not sure if an E350 is one though.
I have a 94 E350, and mine has 2 fuse boxes. One is under the steering column at the driver's seat, by the brake pedal. The other is under the hood, when you're facing the van it's just a little to the left and below the driver's side battery.
