Why are my headlights, dash lights,fog lights flickering intermittantly, and wipers working themselves intermittantly?

sounds like the contacts in the headlight switch have gone bad.. the switch needs to be replaced - I have seen this more than once...usually due to someone installing "high performance" headlight bulbs that pull additional current causing the light switch to "fry" over time.
first do yourself a favor, and test the bulb from one headlight, just to make sure the bulbs arent both burned out.

Try your headlight switch. If it is going bad it should affect all of these since they all work of the same switch.

take to a dealership because it sounds like a problem in the security system and take both remotes so they can reprogram them to the truck

Sounds like a bad body control module. Take it to the dealer to have them check and confirm.

If the car cranks well then might have a loose connection to dashboard or a bad ground. I don't think this is much help but might be a starting place.

2000 XJ dash lights

From your description it would appear you have an intermittent short to ground on the dash light power circuit.
It may be as simple as wire insulation being cut on a sharp metal edge, or the supply being shorted by a loose metallic object (such as a nut or washer) in a connected assembly.
Check any external wiring for damage - such as connection to foglights etc.
There is no easy fix here -just persistence.

Or you could just pull out the relay under the hood, it's marked fog lights, pull the relay out. If your hi beam indicator is flashing with your fog lights on them selves. Could be the multi function switch. That controls turn signals, headlights, fog, I have seen many of those go bad.

The headlights and fog lights,horn,blinkers,wipers,a/c,heater,and rear defrost not working

pull the hazard switch out of your dash and replace the hazard fuse, it's about $25- $30 from the VW parts department. It took me a lot of time and money for such a simple fix.
