1. ACTIVE GRILL SHUTTER ACTUATOR FUSED B+ CIRCUIT OPEN/HIGH RESISTANCE
2. ACTIVE GRILL SHUTTER ACTUATOR GROUND CIRCUIT OPEN/HIGH RESISTANCE
3. ACTIVE GRILL SHUTTER OBSTRUCTED/BINDING
4. ACTIVE GRILL SHUTTER ACTUATOR

3 things could be bad... I would first make sure it is not obstructed before you spend money going forward. After that... test to see if voltage is coming in and out of actuator. If in and not out Actuator itself is bad. If voltage in from ACTUATOR FUSED B+ CIRCUIT and no voltage out from ACTUATOR FUSED B+ CIRCUIT ... Circuit needs replacement

More than likely the rotating contact under the steering wheel is defective.
