Which fuse did you check ? Was it in the interior of the vehicle see if there are any fuse or relay compartments in the engine bay and check the fuses and relays the lid of the compartment might tell you the devices function.

I have a 91 Toyota Mr. The parking lights, tail lights and daylights wont come on. They run off the same fuse underpass. The bulbs and fuse are good. What could be wrong?

Replace the day time running light module. Early years are a separate module. Usually they are on the driver side under the dash. These can be bypassed..Find an electricial that works on cars.

Can't find fuse for tail lights. Not in cluster by steering wheel, not in cluster under hood.

the rear tail lights, license plate bulbs, and the front park lights are all fed off the same fuse. I show fuse one in the dash fuse block (15 amp). If the front amber park lights are working its not a fuse.

Are you sure the bulbs are good? Have you checked the connections in the harness?

1988 pathfinder no dash lights no revers lights no tail lights no gaiges

If they all stopped working at the same time then it is probably a fuse or possibly 2. Check your fuse panels in the dash and under the hood. The dash lights and gauges should be a fuse labeled instrument cluster or guages, it is probably blown. The other fuse to look for will be the tail light fuse. This is where I would begin.

Dash light

It sounds like the headlight switch is bad.

What started this mess? tailights, fog lights, brake lights....

The relay has nothing to do with the tail lights, but replacing the switch sounds like a good idea. There's a nut holding it in place, see http://www.skandix.de/en/spare-parts/electrics/switches/switch-headlight/1027524/ to get an idea of the construction. And the price. This is not worth fiddling about unreliable workarounds...
In addition, if fuses 15 and/or 16 burn frequently there might be a problem with the tail light cabling.

Good luck
