probably not fuel filter . probably going to have to remove the upper intake and replace the fuel injector spider(fuel inj assebly) if it is droping fuel pressure it is leaking into the upper manifold

I doubt the regulator is bad, the fuel pressure regulator is after the injectors in the return stream to the tank, more likely it is the fuel pump.

Check the fuel pressure at the shredder valve, there should be 60,PSI to 65,PSI for the poppet injectors to work. If the pressure is correct then there is a good chance that the Spider injection system may have gone bad. Recap. Check the fuel pressure at the shredder valve to make sure the Fuel pump is not going bad. There is a valve at the fuel pump that holds the residual pressure in the system, try cycling the ignition three times. Turn the ignition to the run position for 5 seconds and turn it off and do it again for 3 cycles to pressurize the fuel line and see if it starts. If it does not start then check the fuel pressure at the shredder valve. Make sure you have the proper pressure to activate the injector system. If not then get the injector system check for bad wire harness and see if you can smell gas leaking. Oh and the easiest thing to do is change the fuel filter too.
