Problem for Chevrolet 1986 K1500

Headlights wont work!!

my dash lights will always stay on. i try to turn them off with the headlight switch and it pops the fuse. my brake lights and blinkers still work properly. i put a brand new headlight switch in and it still does the same thing. and my headlights and tail lights will not turn on at all. neither will my running lights.
