The timing belt runs from the crankshaft pulley up to the head, around the cam gears, back down, over the water pump and back to the crankshaft. Timing belt replacement is a job that is time consuming, and, at times, difficult. If you do not have the proceedure, I can send it to you, but, this is a very specific job, and having the belt incorrect in any one of 6 possible "mistake" positions will result in a no-start or run poor condition. Timing belt replacement for that vehicle is recommended at 90,000 miles.

You cant adjust the belt tensioner. You have to replace it if it wont provide the proper tension.

If you have your owner's manual, check it for sure, or ask your dealer's parts dept. Generally, most cars with a rubber timing belt (not a metal timing chain) require the belt to be replaced at six years or 60,000 miles (100,000 km), which ever comes first. If you wait too long and the belt breaks, many engines can suffer extensive and expensive damage. You don't want to risk that.
If your engine uses a metal timing chain, it should last the life of the engine. But that depends on the design of the engine, and I think most Toyotas use a rubber belt. (No, they are not interchangeable.)
