i have the same problem with my mothers 92 chevy lumina euro try pumping your brake pedal down may sound weird but that turns them off and on in my mothers car i think there is a electrical fault in the car itself possibly faulty ignition wiring is what im thinking now
First make sure you have enough clearance to work on the vehicle you may need a jack or jack stands. Then make sure your tires are blocked and emergency brake is on then disconnect the battery. Theres two bolt securing the starter to the engine block and two wires running from the battery to the starter. take the wires off and when your ready reverse the steps........
Try changing the fuel filter, water trapped in it can freeze. Its a 92 and probably time for a fuel pump. They don't like water either.(Meythonol Fuel) Always change fuel filter when adding antifreeze to fuel
the voltage regulator is built into the altenator if the vehicle runs fine after jumping it it may be the battery or a bad connection at battery there may also be a draw on the battery
