Yep, there is. And your not going to like it. The easy fix, on the drivers side, standing in front of the van, on the right side of the brake booster. There are three plugs. They bolt on. Remove them, clean them with battery terminal cleaner, blow them off, add dielectric silicone. Lots of it. Put them back together. This should fix your problem. This may last 6 months to a year. Now the pain in the but fix. Pull the plugs, cut one wire on each plug, inside and out, at a time and hard wire/solder them together. Everyone that I have done an easy fix to, had to be hard wired. I don't do easy fixes any more.

Moisture is landing on distributor and soaking through causing a short. You can get a spray can of sealer and spray the cap when you know its dry that may cure it but you may have a seal on your hood letting water get to the engine.

My 2004 Alero has a problem when it rains. It won't start after it was rained and it seems to me that something is getting wet under the hood and causing this that I have to let it sit after it rains,...

I doubt anything is getting wet, but you could be right on a bad connection. You could have enough humidity in the air after a rain to cause a weak connection to fail completely. It could also be a faulty relay.
Someone would need to figure out if you are lacking spark to the plugs or fuel pressure when it fails to start, then track down why.

Engine cant start whenever it is raining

check on the passanger side of the car to see if the floor is getting wet as well because it sounds as if your computer is getting wet behind the glove box while at home on a nice day wash the car and check it all over for leaks because the computer or something is getting wet in the car it may be a bad seal around the windshield
