Control modules are very sensitive to poor grounds, it causes the current to ground through compnents and damage them. Get a wiring diagram find the grounds and repair them first.

Does the fan work at all? If it does work but only on one speed, then the resistor block is shot and needs replacing. If the fan does not run at all, then one of three things may be wrong, the fuse, the control, or the blower motor........and the fuse should be in the interior fuse box.
I'm fairly sure that model still uses a vac control for the hvac. You may have a vac leak in one of the lines, the main controller, or one of the blend doors. The blend doors are under the dash and may be difficult to reach.
The problem is that they have a resistor in between the wiring and the blower motor. it is usually located under the dash near the blower housing. It is a small square type gadget. It is a little hard to get at. But it can be done. If it's not under the dash it is in the wiring on the under the hood. But mostly it's on the cab under the dash.Just replace it.Good luck.
It is the resistor located between the blowermotor and the wiring . Usually located under the dash on the blower housing or in between the radiator and the blower motor. In the wiring. It is a small gadget. Not a resistor as in TV resistor. It controls the speed of the blower fan. Replace that. If it does not work replace the blower motor. But I am fairly confidemt that could be the problem.
