Boost pressure is related to exhaust temperature . so if you are not under load then the accelerator position will only allow the fuel that is required and so the boost will be reacting accordingly. If you suddenly accelerate and the boost goes up then the turbo is doing the job. If it stays the same then look for boost leaks in hoses and air cooler. waste gate settings or faulty turbo.

SOURCE: i got a c2 gauges

I am figuring that your C2 gauges are by Autometer. I have that series in my diesel truck. If you go to the autometer website and search for that series. there is a PDF file for each gauge that includes the installation instructions with wiring diagram. You are probably talking about the MAP sensor for the boost gauge. For parts I would either call them or use the contact page on thier website.

There is a Recall on some models Catalytic Converter. 03 for sure, and it was covered under warranty up to 80,000 miles. Check with Dealer for replacement ($1500.00 was the ridiculous warranty bill) .If your car is over 80,000 miles then i suggest going to a smaller local garage and having the work done. shop around first, shop online Google the part and should get the cheapest listings with Free shipping. possibly $200-$400 plus installation labor at a good mechanics shop. Always shop for the best mechanic, that warranties his work. Muffler shops will generally be higher, but fast service.

Boost will change with rpm. Depending on what transmission you have, rpm may be pretty low at 70, thus low boost.

2005 chevy impala SS 3800 Supercharged. The PSI Boost gauge will not register above -10 PSI even when accelerating on the highway. Needle never moves from spot when the car is shut off.

The boost gauge is a vacuum gauge, probably connected by a hose. At this age, hoses fail. Check all hoses, they are all connected to the same intake, so one failure will take the whole system down.

2008 chevy impala ss acts like it is not getting enough fuel. It only will reach 3000 rpm in neutral and will actually die when put under a load

It sounds like you could have a plugged catalytic converter. An easy way to check is wait until it is dark out and try to drive up a hill when it boggs down pull off the road and look under the car. If the cat is glowing red hot then it is plugged. Otherwise you can pull the upper O2 sensor and put a compression gauge in and see if there is pressure there when running. If you have more than 2-3 psi then its plugged.
