Be sure and watch the first video. Make sure you understand the mechanics of what you are trying to do, first. The first video link is on a Ford. Its not easy to do, but it can be cheap. Just don't slip up and drill too deep. Fortunately you will have the new cylinder to use as a guage for how deep too drill.
Now what I have done is determine where the pins are that actually lock the lock, and just drill those out. Then you can take a large screwdriver and turn the cylinder. Once turned, you can press the button they are talking about in the video and it will release the cylinder. Then just insert the new one in the same position. The most inexpensive, fast and simple way would be to drill out the pin in the bottom of the steering wheel cover in line with your lock cylinder. that pin keeps your cylinder in unless pushed while the cylinder is in the on position.
now if you have never done this before or if you slip, it will be an expensive, slow and hard way of doing it.
I recommend you take it to your dealer or auto mechanic, but it wont be inexpensive.

Rotate the lock cylinder key to the Lock position. Disconnect the negative battery cable from the battery.
For tilt column only, remove the upper extension shroud by squeezing it at the 6 and 12 o'clock positions and popping it free of the retaining plate at the 3 o'clock position.
Remove the 2 trim shroud halves by removing the 2 attaching screws.
Disconnect the ignition switch electrical connector.
Drill out the break-off head bolts connecting the switch to the lock cylinder housing by using a 1/8 in. (3mm) drill bit.
Remove the 2 bolts, using an Ex-3 Easy-out® tool or equivalent.
Disengage the ignition switch from the actuator pin.

You need to turn key to ON position and stick pin or paper clip in hole on side to release it so you can pull it out.

REMOVAL AND INSTALLATION
Ignition Switch Lock Cylinder (Without Key)
NOTE: The following procedure applies to vehicles where the lock cylinder is inoperative and the lock cylinder cannot be rotated due to a lost or broken ignition key and the key number not known or the lock cylinder cap is damaged and/or broken to the extent that the lock cylinder cannot be rotated. Removal
Disconnect the battery ground cable . For tilt columns, tilt to the full up position. Remove the steering wheel , steering column locking lever (3B661) , and steering column trim shrouds as described in this section.
NOTE: When drilling out the retaining pin, take care not to damage the cast housing.
Punch the lock cylinder retaining pin with a ***** punch (1/8 inch maximum outside diameter). Using a 3.17mm (1/8-inch) diameter drill, drill out the retaining pin going no deeper than 12.7mm (1/2 inch).
Place a chisel at the base of the ignition lock cylinder cap. Using a hammer, strike the chisel with sharp blows to break the cap away from the lock cylinder.
Using a 9.8mm (3/8-inch) diameter drill, drill down the middle of the ignition lock key slot approximately 45mm (1-3/4 inch) until the ignition lock key slot breaks loose from the steering column cover casting. Remove the ignition lock key slot and the drill shavings from the base of the cover cast housing.
Remove the lock cylinder drive gear, bearing retainer and actuator from the casting as described in this section. Thoroughly clean the components in an acceptable cleaning solution. Carefully inspect all components for any damage resulting from the drill operation. If any of the components show signs of damage, they must be replaced. Clean the casting with compressed air to remove any drill shavings or foreign particles and carefully inspect it for damage. If the casting is damaged, replace it with a new one.
Installation
Lubricate the lock cylinder with grease.
Reinstall the lock cylinder drive gear, bearing retainer and actuator. Lubricate with grease before installing.
Turn the lock cylinder to the ON position and depress the lock cylinder housing retaining pin.
Insert the lock cylinder into the lock cylinder housing making sure that the tab at the end of the cylinder aligns with the slot in the steering gear (3504) .
Turn the key to the OFF position. This action will permit the retaining pin to extend into the lock cylinder housing hole.
Using the ignition key, rotate the ignition switch lock cylinder to make sure to correct mechanical operation in all positions.
Connect ignition key warning switch terminal and wire .
Install the upper and lower steering column shrouds as described in this section.
Install the steering wheel as described in this section.
NOTE: When the battery is disconnected and reconnected, some abnormal drive symptoms may occur while the powertrain control module relearns its adaptive strategy. The vehicle may need to be driven 10 miles or more to relearn the strategy.
Connect the battery ground cable .
Check for proper start in PARK or NEUTRAL. Also check to make certain that the start circuit cannot be actuated in the DRIVE and REVERSE positions
Disconnect the negative battery cable with the proper size wrench and place away from the battery. Insert the key into the ignition lock cylinder and turn the key to the run position. Remove the steering column cover on a tilt steering wheel model by pressing the upper and lower section of the cover together and pulling free from the mounting plate. Remove the steering column covers on a non tilt steering wheel model by using a Philips screwdriver and unscrewing the mounting screws. Disconnect the electrical connector from the ignition switch by lifting up on the release tab and pulling. Press the ignition switch actuator pin by pushing a small screw driver into the key lock cylinder, while doing this pull the ignition switch out of the ignition switch housing.
Installation
Insert the new key into the new ignition switch and turn the key to the run position. Insert the new ignition switch into the ignition switch housing. Wiggle the switch back and forth until the actuator pin mounting hole is aligned and falls into place. Install the electrical connector back into the connector housing by pressing it in with your hands. Place the steering column covers back onto the non tilt steering wheel and insert mounting screws. Tighten screws using a Philips screwdriver. Place the steering column covers over the tilt steering wheel and press the upper and lower portion together to snap covers back into the mounting plate. Pull on the ignition key to ensure switch is locked into place. Turn key to the "off" position and remove the key. Insert the key and start the vehicle.
FIRST OF ALL, TURN OFF RADIO,DISCONNECT NEGATIVE BATTERY CABLE. IF EQUIPPED WITH TILT STEERING COLUMN,REMOVE TILT LEVER.CAREFULLY REMOVE THE UPPER AND LOWER STEERING COLUMN COVERS. REMOVE THE 3 TAMPER PROOF TORX IGNITION SWITCH MOUNTING SCREWS USING SNAP ON TOOL TTXR15A2 OR EQUIVALENT. GENTLY PULL THE SWITCH AWAY FROM THE COLUMN AND REMOVE THE 2 ELECTRICAL CONNECTORS FROM THE IGNITION SWITCH. WITH THE KEY IN THE LOCK POSITION, DEPRESS THE KEY CYLINDER RETAINING PIN FLUSH WITH THE KEY CYLINDER SURFACE. ROTATE THE KEY CLOCKWISE TO THE OFF POSITION THE KEY CYLINDER SHOULD NOW BE UNSEATED. ROTATE THE KEY CYLINDER COUNTER CLOCKWISE BACK TO THE LOCK POSITION, AND REMOVE THE LOCK CYLINDER. ( TO INSTALL ) CONNECT THE ELECTRICAL CONNECTORS TO THE IGNITION SWITCH. BE SURE THE CONNECTORS ARE SECURELY LOCKED IN PLACE. MOUNT THE IGNITION SWITCH TO THE COLUMN 3 SCREWS FOR VECHICLES WITH THE TILT STEERING COLUMN THE SHIFTER MUST BE IN THE PARK POSITION AND THE PARK LOCK DOWEL PIN AND THE COLUMN LOCK FLAG MUST BE INDEXED BEFORE THE SWITCH IS INSTALLED. PLACE SHIFTER IN THE PARK POSITION. PLACE THE IGNITION SWITCH IN THE LOCK POSITION. THE SWITCH IS IN THE LOCK POSITION WHEN THE STEERING COLUMN LOCK FLAG IS PARALLEL TO THE IGNITION SWITCH TERMINALS. POSITION THE PARK LOCK DOWEL PIN OF THE IGNITION SWITCH SO IT ENGAGES THE STEERING COLUMN PARK LOCK SLIDER LINKAGE. APPLY A LIGHT COATING OF GREASE TO THE PARK LOCK DOWEL PIN AND THE COLUMN LOCK FLAG. POSITION THE IGNITION SWITCH AGAINST THE LOCK HOUSING OPENING ON THE STEERING COLUMN. BE SURE THE SWITCH PARK LOCK DOWEL PIN ENTERS THE SLOT IN THE PARK LOCK SLIDER LINKAGE INSTALL THE RETAINING SCREW AND BRACKET. TORQUE THE SCREW TO 26 INCH LBS. INSTALL THE STEERING COLUMN COVERS AND THE TILT LEVER IF REMOVED. WITH THE KEY CYLINDER AND THE IGNITION IN THE LOCK POSITION INSTALL THE KEY CYLINDER INTO THE SWITCH UNTIL IT BOTTOMS. RECONNECT THE NEGATIVE BATTERY CABLE AND THE CHECK THE IGNITION SWITCH FOR PROPER OPERATION OF HALO LIGHT SHIFT LOCK IF EQUIPPED AND COLUMN LOCK.ALSO CHECK FOR PROPER OPERATION OF THE IGNITION SWITCH ACCESSORY, LOCK OFF, RUN AND START FUNCTIONS.
hard! there is a hole on the steering column near the lock cylinder. normally you can turn the key and stick a small screw driver in it to pull out the lock cylinder. in this case you can drill the pin through that hole then pull it out
You don't without ruining it. I suggest you get a locksmith to make you a new key they can get in there somehow and make a key. In 1988 did Ford use a seperate key for doors? If the doors are the same or the glove box those locks are easier to remove. Also, I've never tried this with a Ford but on newer GM cars if you take the title to a dealer they can make a key from the (VIN) serial number. But, you have to have the title to prove ownership of the vehicle. I don't know if they can do that on an 88 or not. Good luck.

Remove the trim shroud halves.
Unplug the wire connector at the key warning switch.
Place the shift lever in PARK and turn the key to ON.
Place a 1/8 in. wire pin in the hole in the casting surrounding the lock cylinder and depress the retaining pin while pulling out on the cylinder.
When installing the cylinder, turn the lock cylinder to the RUN position and depress the retaining pin, then insert the lock cylinder into its housing in the flange casting. Assure that the cylinder is fully seated and aligned in the interlocking washer before turning the key to the OFF position. This will allow the cylinder retaining pin to extend into the cylinder cast housing hole.
The remainder of installation is the reverse of removal.
This section is for a NON-TILT with no key or non-functioning cylinder: Fixed Columns
Disconnect the battery ground.
Remove the steering wheel.
Remove the turn signal lever.
Remove the column trim shrouds.
Unbolt the steering column and lower it carefully.
Remove the ignition switch and warning buzzer and pin the switch in the LOCK position.
Remove the turn signal switch.
Remove the snapring and T-bolt nuts that retain the flange casting to the column outer tube.
Remove the flange casting, upper shaft bearing, lock cylinder, ignition switch actuator and the actuator rod by pulling the entire assembly over the end of the steering column shaft.
Remove the lock actuator insert, the T-bolts and the automatic transmission indicator insert, or, with manual transmissions, the key release lever.
Upon reassembly, the following parts must be replaced with new parts:
Flange
Lock cylinder assembly
Steering column lock gear
Steering column lock bearing
Steering column upper bearing retainer
Lock actuator assembly
Assembly is a reversal of the disassembly procedure. It is best to install a new upper bearing. Check that the vehicle starts only in PARK and NEUTRAL.
This section is for TILT and no key or non-functioning cylinder:
Tilt Columns
Disconnect the battery ground.
Remove the steering column shrouds.
Using masking tape, tape the gap between the steering wheel hub and the cover casting. Cover the entire circumference of the casting. Cover the seat and floor area with a drop-cloth.
Pull out the hazard switch and tape it in a downward position.
The lock cylinder retaining pin is located on the outside of the steering column cover casting adjacent to the hazard flasher button.
Tilt the steering column to the full up position and prepunch the lock cylinder retaining pin with a sharp punch.
Using a 1/8 in. drill bit, mounted in a right angle drive drill adapter, drill out the retaining pin, going no deeper than 1/2 in. (12.7mm).
Tilt the column to the full down position. Place a chisel at the base of the ignition lock cylinder cap and using a hammer break away the cap from the lock cylinder.
Using a 3/8 in. drill bit, drill down the center of the ignition lock cylinder key slot about 13/4 in. (44mm), until the lock cylinder breaks loose from the steering column cover casting.
Remove the lock cylinder and the drill shavings.
Remove the steering wheel.
Remove the turn signal lever.
Remove the turn signal switch attaching screws.
Remove the key buzzer attaching screw.
Remove the turn signal switch up and over the end of the column, but don't disconnect the wiring.
Remove the 4 attaching screws from the cover casting and lift the casting over the end of the steering shaft, allowing the turn signal switch to pass through the casting. The removal of the casting cover will expose the upper actuator. Remove the upper actuator.
Remove the drive gear, snapring and washer from the cover casting along with the upper actuator.
Clean all components and replace any that appear damaged or worn.
Installation is the reverse of removal. Check for proper operation.
