Sounds as if you have current in the "start" mode, but none in the "run" mode. Check that ignition switch is wired correctly. Is the column you installed EXACTLY the same year and model?

clutch is supposed to be self adjusting. Here are instructions for replacing the adjuster:
REMOVAL & INSTALLATION
See Figure 1
Disconnect the battery cable from the negative terminal of the battery.
Remove the steering wheel using a steering wheel puller, Tool T67L-3600-A or equivalent.
Remove the lower dash panel section to the left of the steering column.
Remove the shrouds from the steering column.
Disconnect the brake lamp switch and the master cylinder pushrod from the brake pedal.
Rotate the clutch quadrant forward and unhook the clutch cable from the quadrant. Allow the quadrant to slowly swing rearward.
Remove the bolt holding the brake pedal support bracket lateral brace to the left side of the vehicle.
Disconnect all electrical connectors from the steering column.
Remove the 4 nuts that hold the steering column to the brake pedal support bracket and lower the steering column to the floor.
Remove the 4 booster nuts that hold the brake pedal support bracket to the dash panel.
Remove the bolt that holds the brake pedal support bracket to the underside of the instrument panel, and remove the brake pedal support bracket assembly from the vehicle.
Remove the clutch pedal shaft nut and the clutch pedal, as outlined above.
Slide the self-adjusting mechanism out of the brake pedal support bracket.
Examine the self-adjusting mechanism shaft bushings on either side of the brake pedal support bracket, and replace if worn.
To install:
Lubricate the self-adjusting mechanism shaft with motor oil and install the mechanism into the brake pedal support bracket.
Position the quadrant towards the top of the vehicle. Align the flats on the shaft with the flats in the clutch pedal assembly, and install the retaining nuts. Tighten to 32-50 ft. lbs. (43-67 Nm).
Position the brake pedal support bracket assembly beneath the instrument panel, aligning the four holes with the studs in the dash panel. Install the four nuts loosely.
Install the bolt through the support bracket and into the instrument panel. Tighten to 13-25 ft. lbs. (18-34 Nm).
Tighten the four booster nuts that hold the brake pedal support bracket to the dash panel to 13-25 ft. lbs. (18-34 Nm).
Connect the brake lamp switch and the master cylinder pushrod to the brake pedal.
Attach the clutch cable to the quadrant.
Position the steering column onto the four studs in the support bracket and start the four nuts.
Connect the steering column electrical connectors.
Install the steering column shrouds.
Install the brake pedal support lateral brace.
Tighten the steering column attaching nuts to 20-37 ft. lbs. (27-50 Nm).
Install the lower dash panel section.
Install the steering wheel.
Connect the battery cable to the negative terminal on the battery.
Check the steering column for proper operation.
Depress the clutch pedal several times to adjust the cable.
I'm in the middle of repairing this right now on my 2000. I noticed that in addition to the two anti-theft bolts that need to be removed, there is another bolt on top of the SCLA that when screwed all the way in, is supposed to align with a hole in a rotating assembly that is inside the steering column. I believe that if this is not aligned, then it won't hold the lock in place and when you turn the steering wheel you might get the behavior that you are seeing.
you need to bleed the system, turn key to run postion then wait two seconds and turn off again do this a dozen times then hold foot pedal to floor and crank engine, this will clear fault codes and prime system then it should start, if you need more help post here for more information.
Disarm the air bag system, as described in Section 6.
Remove the left end instrument panel cover/fuse panel and remove the retaining screw holding the end of the instrument panel top cover.
Remove the instrument panel center bezel.
Remove the screws that secure the instrument panel top cover to the center of the instrument panel.
Lift the instrument panel top cover enough to gain access to the knee bolster attaching screws.
Remove the lower knee bolster attaching screws and knee bolster from the vehicle.
Remove the lower steering column cover attaching screws. Pull down on the lower cover to clear the ignition key cylinder and key release (if equipped).
Remove the lower steering column cover, sliding the cover forward while holding down the steering wheel tilt lever.
Tilt the steering wheel down to the fully lowered position and remove the upper steering column cover.
Remove the screws that hold the combination switch to the ignition lock housing.
Place the ignition lock cylinder in the RUN position.
Insert a small prying tool into the hole in the lower cover and depress the cylinder release tab.
Remove the ignition lock cylinder from the steering column.
Unfasten the electrical connectors from the switch.
Using a No. 10 Torx® bit, remove the ignition switch mounting screw.
Depress the retaining tabs and remove the switch.
To install:
Place the ignition switch in the RUN position. Be sure the actuator shaft in the lock housing is also in the RUN position.
Install the switch, making sure the switch snaps over the retaining tabs.
Install the retaining screw.
Connect the wiring to the ignition switch.
Install the ignition lock cylinder.
Install the 2 combination switch mounting screws.
Install the lower and upper shrouds.
Install the knee bolster to the lower dashboard panel and tighten the lower knee bolster attaching screws.
Install the screws that secure the instrument panel top cover to the center of the instrument panel.
Install the instrument panel center bezel.
Install and tighten the screw holding the end of the instrument panel top cover. Install the left side instrument panel/fuse panel cover.
Disconnect and isolate the battery negative cable.
Remove Over Steering Column Bezel Replacement.
Remove over steering column bezel.
Remove left end cover.
Remove screw at left end of cluster bezel and headlamp switch.
Remove screws holding cluster bezel to instrument panel from each side of steering column.
Disconnect clip holding cluster bezel to instrument panel from above right vent louver.
Separate cluster bezel from instrument panel.
Disconnect wire connectors from back of the bezel.
INSTALLATION
Connect wire connectors into back of the bezel.
Place cluster bezel in position on instrument panel. Use care not to place hands on louvers.
Connect clips to hold cluster bezel to instrument panel. Use care not to add pressure on the A/C louvers to seat the cluster bezel clips.
Install screws to hold cluster bezel to instrument panel on each side of steering column.
Install screw at left end of cluster bezel and headlamp switch.
Install left end cover.
Install over steering column bezel.
Install lower steering column cover.
