If there is nothing jammed in the barrel, you will need to pull apart the lining of the interior of the door, disconnect the power motor for that switch, then see if it locks by key, sounds like the motor is seized, of out of allignment, easily fixed with a second hand or reco motor, or witha simple adjustment. the switch and door lock needs the tumblers replaced but you well be able to use the original keys has to be taken to a honda dealer to have this done and it well take a few hours trust me i have delt with it as a honda tech

I had the same problem with my daughters 97 Civic. A poorly cut new key was lodged in the ignition. I did a combination of things: WD-40 (Not too much) That did not work. Then out of desparation I applied cold ice packs to the key while at the same time using daughter's blow dryer to heat up the ignition slot. My theory being maybe I could possibley shrink and insulate the key with cold while expanding the ignition slot with hot air. Did it several times without success and just when I thought my theory would not work; lo and behold daughter reached over from the pasenger side (Car in neutral) and pulled out the stuck key out!
Maybe I just got lucky but it's worth a try before you pay a locksmith or dealershipt to fix it.
Lesson learned: Have your Honda dealership cut your spare keys!
