What vehicle? Usually this will be a blown fusible link, located either near battery or at the starter motor. Use test lamp or meter to find. Use needle or pin to pierce wire just after link and test for voltage.

There's only 2 more things that I can think of, check the fuse for the ignition, then the computor itself, you did everything else.It might be the problem and may not.

It could be your neutral safety switch. It could be the starter relay which is located in the fuse panel box. It could be the smaller wire going to the starter could be loose or corroded.

Then the next thing to check is the starter itself, are you hearing any popping noises from the base of the motor? The starter should not be hard to change. Once you pull it out you can take it to the autozone and they can test it for you. The starter solenoid may be bad also, but these are normally attached to the starter. I hope this helps give you some insight.

If there is no power coming IN to the starter relay - the ignition module has failed.
Replace the Ignition.
