Coolant disappearing

If your coolant is disappearing most likely you have a coolant leak I would suggest going to a auto-zone or auto-zone like auto parts store and picking up a bottle of stop leak. You should then add it to your coolant and it can stop small leaks in your coolant systems. if this dose not correct the problem I would suggest taking it to a certified auto shop and have them take a look at it.

Sluggish lack of power especially cold engine on a 2000 toyota echo 1.5 l, auto with 70,000 miles

I would suggest changing your oil and your fuel filter this will most likley fix your problem.

If the car dose not make any type of noise when you try to start it is is a power issue and you should check your battery and wiring to make sure there is no lose wires. if it dose make some sort of noise please respond with what type of noise it makes and I will do my best to point you in the correct direction.

Engine light is on and when started rpms are up and down for a few seconds

I wold suggest that you go to a auto-zone or other auto parts store an ask to borrow there diagnostics reader to read the error code activating the check engine light. At most places they will allow you borrow one free of charge and will even help you with diagnosing your problem but from what you said I would say it sounds like you crank shaft positing censer as that tell the engine when to fire and can cause your fluctuation in rpm.
