Question about 1995 Geo Prizm
My tail lights, license plate light, rear window defroster, and dash dimmer lights are not working. All bulbs and fuses are good. I changed the a/c fusible link and the relay. The drivers kick panel fuse for gauges and the one for tail lights are new. The tester probe concludes that the insert spot for these fuses has no juice. Could it be the whole fuse box? Or a circuit board?

but you never said, what box probed , nor where ? exact fuses dead.
the first thing to do is say what works and what not.
head lights all work as do all others.... rightr?
then using a voltmeter (any) check the park fuses.

95 Prizm is a Toyota Corolla, (made side by side same day same place) knowing that schematics and parts easier to find !
the tail fuse is blown (aka, park, running lights) and does run lic. and dash too, dimmer turned up for dash)
so here is the schematic. of just that.
on this car, the fuse is after the TAIL relay so if both sides of
the TAIL fuse are 0v, (park lamps on) then that means the
relay is bad, or the switch that operates it is bad.
so , I the tech, measure the 4 relay pins below.
if the left pins 1 and 2 are are 12vdc then
the switch is bad, if 1 is12v and pin 2 is 0v.
the relay is bad.
or wires bad. < for ever and ever and ever. (not withstanding them)
that is how to do this, get a schematic and read it.
its very simple, no computers, or BCM etc

You really need a good wiring diagram. Those cars are basically a toyota corolla on the inside with a good amount of mods to the electrical system. Grab a manual from an auto parts store or go to a local tech school that has an auto repair program and make copies. This will save you loads of time troubleshooting the problem.
