Bought bulb for light ,i switched light bulbs the drivers light comes on but the passenger light stays off until i turn on the brits lights then both headlights come on
Low beam circuit is open some where, acquire a wire diagram to trace to the source, could be at the connector at the bulb easiest to check there first for ground and power to each of the wires with a test light with lights on dim then on high beam to determine which wire is low beam circuit, ground always is the black wire.

Tips for a great answer:
Try the working bulb on that side. Just because it is brand new doesn't mean it is good. If it still doesn't work push the wires on the back of the plug and see if it comes on if it does replace the head light plug. If not follow the wiring back and look for a break in the wire where it rubs against something
