713 is the temp sensor and 2716 is pressure control, both are in the transmission. First check for good grounds at or on the transmission. you have to pull the air filter case and plenum to check these. Find the ground points, loosen them and tighten them back up. This usually fixes them. Also while you are down there, put a ground strap from the transmission to the body, or check the one that is there the same way. two of them doesn't hurt.

My 1995 Toyota Tacoma LX 2.4L makes a metallic ringing noise when accelerating. This does not happen in neutral or when the clutch is depressed. What is causing the ringing noise?

Sounds like a wheel bearing. Jack each corner of truck in air and grab top and bottom of tire and see how much it moves. If it moves anymore than a little you have a bad wheel bearing.

Every time I put my 1999 Toyota Tacoma in reverse it blows tv 10amp fuse causing my dash power to go dead.

check the bulbs for the backup lights. Compare the wattage on the bulbs with what your owner's manual calls for. Or ask at a parts store what the wattage should be. "super bright" back-up bulbs at higher wattages than normal can cause this to happen.
