Question about 1999 Lexus ES 300
The car starts fine but when idleing wants to stall and also when your driving you are coming to a stop and the brakes get hard. plus engine light trac light and abs light are always on
Water getting in electrics somewhere lights perhaps or water in the fuel from hole somewhere in tank

#4 Miss-fire. All the things you are saying make a lot of sense. When the light is blinking the cylinder is actualy misfiring, & the smell you are smelling is the fuel that is not burning in the engine burning in the exahst. This can cause a lot of damage to the exausht if it is not repaired..
There is still a couple of things that need to be checked, first he needs to check to see if it is possibly a fuel injector that is sticking. He can do this easily by moving the #4 injector to another cylinder & run the car. When it starts missfiring he will need to see if it is still #4 or if it is the cylinder that he moved the injector to. if it is the new cylinder it is obviously the injector, if it is still #4 he will need to look into the possibility of the EGR valve sticking open or some other issue to do with valve timing or low compression.

the dtc doesnt make sense. there should be a P0 or C0 in front of it. I'm going to assume that it was P0171 and P0172. mainly because those are related to the MAF relatively. Take it back to the mechanic who did the work. it sounds to me like he did something wrong.

Did you replaced the O2 sensors too.The O2 sensors are before and after catalytic converter.
if an oxygen sensor goes bad, then your car will not pass smog, and have a very high emissions reading. The reason for this, is the oxygen sensor is responsible for reading how much oxygen to fuel there is in the exhaust, to determine if your car is running too rich, or too lean, and helps the ECU adjust properly. If the exhaust gas is determined to be too lean, your car would run too hot, and melt engine parts such as pistons and valves. If it's too rich, you are burning too much gas, so you could foul your spark plugs, and cause your car to have bad emissions. The rear o2 sensor, behind the catalytic converter, is simply responsible to ensure the catalytic converter is working, and could throw a check engine light if it is broken.
If you have already replaced the O2 oxygen sensor then try cleaning the oxygen sensor with carburator cleaner.If the car is driven in too rich condition for long time then it can damage the catalytic converter too.
And for car not going in overdrive mode,the transmission has solenoids for the forward gears. Your solenoid for the overdrive may be at fault or the valve body piston is sticking shut.It has to be checked.
There are two common problems that cause this
transmission to not shift into overdrive if the check engine light is on or
there is a code stored in the system it will go into default and not allow
overdrive to occur. The other possibility is if the engine coolant is not
reaching normal operating temperature it will keep if from shifting into
overdrive for emissions reasons. If you can get to a nearby auto part stores
such as AutoZone they do free engine code reads. It would be good to
know to make sure that there's nothing set in the computer as far as engine
codes is concerned. The only other possibility would be an issue in while the
solenoids in the transmission but this is not very likely and is not very

VSC = vehicle stability control.
Before take it to the shop,do few car wash to clean out dirt around the ABS sensors.
The problem is not under the hood.
One or more ABS/TCS is giving out of range reading to the computer.
Clean the wheels and try again.
