Most fuel filters are designed for long life,I.e., fine plastic mesh not paper. They're usually located in the gas tank attached to the fuel pump. It means removing the fuel tank as most cars don't have access holes. I would try some Dri-gas for a tank or two then a major brand of mid-range octane gas at the 'red,white & blue' gas brands as they'll add cleaners to their gas.
