Rear wiper assembly installation

We were in a bad rear end collission that required the trunk door, bumper, side plates and some internal patch up work to be done on the car. After receiving the car back I noticed the rear wiper's black piece that seems like it should touch the window to cover the rubber is not. I took it apart and saw Motor -> Rubber going from inside to outside of glass -> Metal piece -> Bolt -> Wiper blade -> Bolt. Can anybody tell me how this is supposed to be installed?
If anyone needs clarification I can post pictures.
