There's a switch on the dash I believe that controls the transmition settings there's normal, hold and power. You are obviously on the power setting, adjust the switch to the middle and the light will go out.

That code will be interpreted to tell what the exact fault is. You can scan it yourself if you have the OBD II scanner and if you don't, you take it to any auto shop around you to scan, get the code and interpret...

A turbo is pretty much always on, so I am not sure what you mean by "turbo level". Turbos work by increasing the internal pressure of the fuel in the pistons, based on the speed at which the air is entering the engine -- when your engine is revving to higher RPMs, it uses the air pressure pulling into the engine to spool up the turbo (hence the "turbo whine" you hear as your engine increases speed. They do not turn off in any gear, even at idle ... they are just working less hard.
If your vehicle is having difficulty getting into 4th gear, you should have someone look at your transmission. There might be something simple that is keeping your transmission from working properly (low fluid levels, etc) but most of these simple issues would occur in all gears ... so it is probably something a bit more complex. A mechanic with access to the vehicle would have an easier time diagnosing the problem than I will, as I have no access to the car.
