Question about 2000 Oldsmobile Intrigue
The more common cause is the gear selector switch gets out of alignment with the transmission or broken, less likely if the car starts in neutral and the shifter doesn't seem to be binding. Number two cause is the shifter being forced out of the park position without the key being turned on, most often happening when the car is towed. You may be able to get it back to it's proper position by bypassing the lockout and trying to put into park. This is usually done by pressing a lever or switch through a small hole, likely on or under under a cover near the gearshift, it's likely mentioned in your owner's manual.

I believe up shifter shaft that goes through the transmission case is seized you may have to remove the valve body to remove the shifter shaft to clean and lubricate but sometimes you can use lubricant on the outside and it may free up the shaft, you can unhook the shift cable to prove if it is just a worn cable or seized shaft

It's up under the left side of the dash, attached to the same bracket as the body control module. But sometimes the problem is in the hazard switch - try pressing it when the signals don't work and that often brings them back to life. Also, check the ground wire to the left of the base of the steering column.
