You would have to go to a dealer to see factory settings. they can put it on a computer to set at what ever you are asking for most cars on high ways now have a factory setting by the goverment to only go so fast. but at 3000rpm sounds a lot to low try ambien air flow sensor. but if that was a problem you should be getting a code on the dash.

1: Change your fuel filters and bleed the air out of it.
2: Check all rubber hoses for loose hose clamps and
cracks or leaks.
Almost certainly in one or both of the two points above.

Try disconect the battery from the car. Wait a minute and reconnect. This should reset the computer. This happened
to my moms Honda FR-V. The mechanic had seen it before.
Its worth a try.

What i advice you is to take out the positive battery terminal and let it rest for about 1 hour,then replace the terminal that should reset it.Do it that worth nothing doing it.
