You would have to go to a dealer to see factory settings. they can put it on a computer to set at what ever you are asking for most cars on high ways now have a factory setting by the goverment to only go so fast. but at 3000rpm sounds a lot to low try ambien air flow sensor. but if that was a problem you should be getting a code on the dash.

check for air restriction mabe air filter. check adjustment rod from pedal to air intake. if this isn't the problem check your exhaust side for restrition .

1: Change your fuel filters and bleed the air out of it.
2: Check all rubber hoses for loose hose clamps and
cracks or leaks.
Almost certainly in one or both of the two points above.

SOURCE: wont rev over 3000 rpms in any gear

Try disconect the battery from the car. Wait a minute and reconnect. This should reset the computer. This happened
to my moms Honda FR-V. The mechanic had seen it before.
Its worth a try.

What i advice you is to take out the positive battery terminal and let it rest for about 1 hour, then replace the terminal that should reset it.Do it that worth nothing doing it.

My 91 honda accord acts like it has a rev limiter at 2500 RPMs. anybody ever hear of that?

I would suggest you change out the fuel filter and then try it, if that doesn't change anything then pressure test the fuel pump to see if it is putting out the correct pressure, low fuel pressure causes this type of symptom

The car does not rev higher then 3000 RPMs, it uses an excessive amount of gas,I have installed a used computer from a 1995 accord, could this be the problem?

It could be the problem, but i would do some more checking before saying its the computer.

It sounds like you have a plugged exhaust to me.

Check for a vacuum leak somewhere. When you have pressure by going faster it will not be a problem but if slow it will cause a problem. TLT
