The two lines on one side of it has different size pipes. Made this way so you hook them backwards.

I had similar problem some months ago it turned out to be the pipe under wheel arch (corroded) where cap filler is.
my problem was solved by replacing pipe which is connected to rubber pipe fixed to tank and filler hose from filler cap.
tools neede llong large cross head screwdriver, small socket set ( 12 mm , 13mm , 14mm) 150 mm extension bar. to remove bracket bolts
possibly some new pipe clips as others may be corroded.
you will need to jack up car and remove wheel to gain access.
took me about 1 hr, somebody with competent DIY skills should be able to deal in couple of hrs
check with dealer as there are two different pipes on different models one is longer.
my one was the one with the piggybacked overflow pipe.
small hands are advantage

Locate your petrol tank, then at top of it there is a hole where you can get access to the float level switch, before you removed it you check the socket on it, maybe lose connection.

I have been told that my 1999 Cadillac Deville may be experiencing hesitation and rough running because the fuel filter may need to be replaced. Are there any instructions for that?

First we need to check if really fuel filter is at fault for rough running. Open the bonnet and pull out fuel pipe from the engine. Put this pipe in a clean and empty clear bottle (so that you can see the pipe) and now switch on the ignition but do not start the car, just turn it on. See the flow of fuel, if its constant then rough running is due to something else and if your fuel filter is really clogged then petrol flow will not be constant. To change the fuel filter, get under the fuel tank and locate a plastic cylindrical component with two fuel pipe connected to it. This is fuel filter. Buy a new one and replace. Make sure you check the pipes for any fuel leakage after you have connected the new fuel filter.

Honda Accord 2000...how do you drain petrol tank...

Vehicle manufactures have made it extremely difficult to remove fuel from tanks. There are several ways, all not too easy. Try pick up a connection the fuel supply line either under the car or in the engine compartment and see if you can pump the fuel out of there, If the fuel pump is in the tank and has an anti siphon valves in it, this will not work. The other method then is to remove the rubber connection that connects the tank to the filler pipe and push a pipe into the tank from there.

I try to start my 1995 Cutlass Ciera and It won't start and as soon as I let off the key fuel leaks from between the tank and the drivers side rear tire. Is the fuel filter clogged and pressure is pushing...

Without having a look myself i would hazard a guess and say that teh fuel line is perished on teh rubber flexible that connects up with the fuel tank sender unit .Honestly cannot see it being a blocked fuel filter as never changed a petrol filter in 40 years .Diesel filters yes but petrol never only on old old cars with ,metal tanks have i had to clean them out and the gauze filter on the pick up pipe in the tank.

How do i remove gas tank

NOTE Always maintain cleanliness when servicing fuel system components.
  1. Relieve the fuel system fuel pressure.
  2. Drain the fuel tank.
  3. Raise the vehicle.
  4. Disconnect the fuel tank wiring harness connector at the body pass through.
  5. For 3.4L engines, disconnect the quick-connect fitting at the inlet side of the in-pipe fuel filter.
  6. For 3.4L engines, disconnect the quick-connect fitting on the fuel return pipe, near the fuel filter.
  7. Disconnect the fuel tank evaporative emission (EVAP) pipe quick-connect fitting near the fuel filter.
  8. Remove the fuel feed, the fuel return, and the EVAP lines from the fuel pipe retainer.
  9. Remove the retaining nut for the EVAP canister bracket.
  10. Loosen the fuel tank filler pipe hose clamp.
  11. Disconnect the fuel tank filler pipe from the fuel tank.
