I have fuel siting on top of the pistons car wont start . turns by hand but acts froze up with starter

1999 MERCURY COUGAR Defect Summary:
ON CERTAIN PASSENGER VEHICLES, CONTAMINATION OF THE FILTER IN THE FUEL DELIVERY MODULE (FDM) CAN REDUCE, AND EVENTUALLY BLOCK, THE FLOW OF FUEL TO THE ENGINE.
Defect Consequence:
THIS MAY CAUSE ENGINE HESITATION, LOSS OF POWER, SURGING, AND OTHER SIMILAR SYMPTOMS. OVER TIME, THE FILTER MAY BECOME SUFFICIENTLY BLOCKED TO CAUSE THE ENGINE TO STALL, WHICH COULD RESULT IN A CRASH.
Remedy:
THIS ACTION IS DEEMED A SAFETY IMPROVEMENT CAMPAIGN AND IS NOT BEING CONDUCTED UNDER THE SAFETY ACT. ALL OWNERS WILL BE NOTIFIED OF THE PROBLEM, AND DEALERS WILL REPLACE THE FDM WITH A NEW DESIGN AT NO CHARGE IF THE OWNER REPORTS THAT THE VEHICLE EXHIBITS ANY OF THE IDENTIFIED SYMPTOMS. THE FREE REPLACEMENT WILL BE AVAILABLE FOR A PERIOD OF 10 YEARS FOLLOWING THE ORIGINAL PURCHASE OF THE VEHICLE, WITH NO MILEAGE LIMIT. THE CAMPAIGN BEGAN ON APRIL 16, 2004. Ran out of gas switched tanks the starter wouldnt turn the flywheel tried a ratchet Wouldnt move. After putting on the trailer i noticed the prop free spins 150hp evenrude outboard what happened?

Prop is free spinning because it's on a clutch. Thing about your engine though, since it wont crank, you've run it without enough oil in the fuel and froze the piston to the cylinder wall. Now, it's also possible that the engine is hydro-locked. Too much raw fuel in the cylinder and when you try to crank it, it's compressing the fuel that can't get out. This sounds strange, but still a possibility. It's happened to me before. Pull the spark plug out and hit the starter to find out. With the plug out and still wont crank, she's surely seized up.

Starter wont engage

This may seem weird, but does the belt looked frayed to you?
I had a friend that had this problem, and it turned out the alt. was froze up. belt was just sliding, pully wasn't moving.
Also, have you tried "jumping" the starter to rule it out?
Is it getting enought gas? Could be a clogged fuel filter.

My car wont start but it will turn over. i thought it was the starter i replaced that. mabey you can suggest another solution thank you

You should check the cambelt timing.Take plug no 1 out. Put your forefinger over the plug hole. Turn the engine until you feel the compression coming out of the hole. Turn the engine slowly with your hand until the piston is in the top position. Use a long screwdriver in the plug hole todetermine that the piston is at the top position. Remove the tappit cover. The camshaft should then be in the position where the inlet and outlet valves on piston no 4 wants to open and close when you turn the camshaft. If that is the position, your cambelt timing is correct, If not, Remove the belt off the cam pulley, turn the cam so that on piston no 4 the cam wants to open and close both the inlet and the outlet valves . When you turn it to the left, the one valve wants to open and when you turn it to the right the other wants to open. Put the cam exactly in the centre and replace your cam belt but make sur that your piston no 1 sta at the top. Your cam timing should now be 100% and your car should start if it gets petrol.

Car wont start replaced the starter and still no luck wont crank

did you check the battery wasnt dead and was still good. autozone does this for free. engine could be froze/seized??? have you tried to turn it by hand?? when did this start happening?

The motor acts like it is stuck. it has new batteries and new starter, changed the oil, new fuel filter, and when i turn the key the motor turned over about 2 revolutions and now it just wont turn anymore....

The first thing i would do is try turning over the engine by hand making sure the engine itself is not seized. if it turns over by hand check to make sure your getting 12 volts down at the starter. sometimes starter cable gets corroded causing slow or even no start. if thats good, check to make sure you have a good ground from your batteries to your engine. your starter gets its ground from its case which is mounted to the engine. if the engine isnt grounded you wont have a complete circuit.

How do you find top dead center?

Locat #1 cykinder, remove the spark plug, Put a piece of cleanex in the plug hole and bump the starter. When you blow the tissue out, your piston is on the compression stroke. bump the starter, not crank. If you go to far then go aroun again When the piston is in up stroke compression, hand thurn the crankshaft until the piston tops out and starts going down. back it up so you are on the upstroke agai. then forward again until you crest again. Look on yhe front crank pully for timing marks line them up when you have #1 near its top.. The cylinders are numbered oon the manifold. Good luck

My car wont start after replacing spark plugs

Check that you have pushed the spark plug wires fully home on the spark plug. If it's not turning it could be the solenoid that connects the battery to the starter motor when trying to start or simply a flat battery. Check battery first, check solenoid by listening to a click sound, check starter motor for connections check any related fuses.
