The monitor has never attached correctly and it falls off all the time which has caused the wiring to short. When it was still working, it burned out batteries in a day. The last time it fell off it broke the connecting wires.

Yes you do have a wiire that runs back that way. Mine pops off when 4xing all the time. But that is because I a rough on it and broke the snap. It is on the drivers side near the top of the transfer case

there is a sensor on the motor behind the throttle at least thats were it is on my 99 grand am se and you can short that plug out and the fans should come on they should come on the with the ignition and go off with it

There are two fuses for the tail light circuits. That bare wire caused a short, which popped the fuse for the trailer lights circuit. Look at the fusebox under the hood, and you will be able to fix it.
