vacuum hose leak if your tach needle is fluctuating. check all your hoses and replace all or the rotten ones, may have dirty injectors. clean with injector cleaner added to the gas tank. may have to replace some if they are going bad. may have worn spark plugs. replace plugs if all else fails to solve the idle problem. last but not lease electronic control module maybe going faulty.
Take you car to Auto Zone and have them check/probe your engine, it's free of charge.

make sure you are not using the valet key. if still goes on take the key to a honda dealer and let them reprogramme the key,. most dealers do it for free.

Sorry I guess this should have been posted as a solution. Here goes again...I had the exact same problem. After many test and trials, I changed out my ignition switch last month. "MAGICALLY" No more problems!!!! Everything started working normal again. Problem is that everything in that car goes through the ignition switch. Even the battery charges through it. Anyways, I bought an new one from adavanced discount auto parts for $55 installed it myself. Problem solved. Here are the most common causes of surges, stalls at stops, low erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake
