Had headliner recovered in my 2004 Chevy Tahoe, now rear vents won't blow air through. What happened?

When the headliner was recoverd they probobly had to remove the whole headliner and when it was installed its a possibility that the ducts are not aligned properly for the a/c vents.

Remove everything from the headliner and remove all of the trim holding it in place. Carefully pry the headliner out from one side and the rest will now be easily removed. Unless the car has been subject to abuse and intense heat the headliner will not come loose from the backing and can be reinstalled.
