I've changed fuel pump,filter & pressure regulator
You need to check fuel pump relay. Usually located under hood and I believe pass side fender well. That's odd for pump to run all the time unless relay has stuck on or has been jumped to run. (By that I mean someone has wired in run position) the computer usually grounds relay to turn on fuel pump

get your self a fuel pressure tester, hook it up to the fuel rail, you should get at least 30 psi with key on, 30 to 45 psi with engine running.

Your at a point where you need to check all your
battery feeds to the pump,all ground side wiring.
Also check current draw & look at the pump wave
form with a scope
The question is what failed on each pump.
I have no wiring diagrams & thus no idea what is
in the system that controls it you could test
