Fix a indicator light bulb and fitting with wire and alligator clips would make an ideal testing tool. (from any 12volt car or motorcycle if handy)
To find out if you have a good circuit remove problem globe and put clips on the terminals to hopefully have globe lit. If not check that you have connected correctly, if so leave the positive connection on and put negative to a place on car with exposed chassis steel to see if bad grounding is problem. Check fuses
