How long ago was the last tune up? Could it be a case of bad Fuel? If its not throwing in check engine light codes, then i would assume that maybe the fuel wasn't all that good, try some octane booster or fuel treatment of some sort to help clean/clear it up. Hope this helps

the service engine light means one of the sensors are bad or the idle control or even the throttle position sensor , these will cause your symptoms
you will need to check the code which will tell you exactly what has went bad and needs to be replaced

SOURCE: lancer mivec 1.6 loses power
Check your oil pressure. Common problem to all 2nd gen MIVEC engine is in its oil sump. A dent could restrict the flow of the engine oil and will cause the engine pressure to drop whenever the MIVEC starting to kick. A low pressure means that the MIVEC system will not activate, hence the low power and no MIVEC "sound".

goto walmart and get wynn's signature engine tuneup(8$) and put in your engine and run for 100 kms then have a oil change see the difference.
