If you are talking about your heater core, usually located inside your vehicle Most of the time you must tamed your dashboard off. It if a very labor intensive project, not saying you cannot handle it.
Consult with your dealer to get some advise before moving forward

SO you have determined that the installed heater has failed and confirmed that your electrical connections are all good... Then you will need to drain the coolant and then extract the heater from the plug hole before pressing the new heater back into the same spot then refill the coolant. This is an interference fit so make sure you get it seated and check for leaks before considering the job complete. Good luck!

How do you change the block heater in a 1999 Ford Taurus S.E. 3 litre 24valve duratec engine

Remove the inoperative heater and install the new one. You just have to gain access to the side of the engine block where the heater is located. Might have to remove something that is blocking access to the heater like the starter or something else.

Where is the block heater located on a 1999 Ford Taurus 3 litre 24 valve engine

I have never seen a factory block heater on a Taurus. If you have one, someone put it in. It could be at any of the six ports (three on each side) of the engine (really just four, no one would put it behind an engine mount. Not even Ford). Follow the cord to it. If you can't find the cord(drivers side p by the headlights), most likely you don't have one..

sounds like your thermostat is stuck open, if its takes a very long time for the engine to warm up and you get nothing but cold air from your heat then thats the first place i would start.

Thermostat replacement

Follow your radiator hose all the way to the engine block, it is located at the end of this hoes. you will need to remove this hose to retrieve it. this will be the large hose connected to the radiator. there is a metal couple at the end that couples this hose to the engine block. its in the front of the motor on top of the water pump.
