May be a leaky or broken air line. often times (not always which is why you were asked to provide details about the car) a vacuum hose is used to control accessories like a heater valve that allows hot water from your radiator to flow into another "radiator" within the passenger compartment. if now hot water is flowing through the heater then blowing air across it won't help warm the car.
