You said it has power, is it before or after the wire from the fuse you have checked, check the power wire that goes after the fuse. the fuse may need to replace, and if all is good and still does not work. check also the thermal cutout, This device protects the unit from overheating, it may already faulty (it may be always in off if its already faulty), here's other to look for , power supply, heating element, Power switches, thermo couple(if any), sensors..

If you are talking about your heater, sounds like the heater matrix may have a fault, yes. .. I agree.
Take your vehicle to an auto electrician to diagnose, get recommendations if you can. It might be suggested that tthe problem is a fuse, a fuse might blow because of a fault but will probably not explain the underlying caose for the failure.

Blower not working. How to test

if the blower is working when you jumper it at the motor you`ve eliminated the motor itself.if you have replaced the heater control with a new one or known good used one then the only thing is the blower motor resistor has gone bad.i`m surprised you did not check and replace this unit after jumping the blower motor.

I have an 05 tuscon and for about 2 years now my heater fan intermittently works and i have changed the fuses and checked all my belts and they r all fine and i have heat it is just not blowing any...

You describe a very common BLOWER MOTOR problem (brushes). This, however, may not be the actual CAUSE. Have it properly diagnosed -- could save you money/time. Sometimes the blower motor control switch can be the cause -- have it properly diagnosed... then you'll know exactly what the CAUSE is, and the parts + labor to fix it.

LOOK FOR BLOWN WINDOW CIRCUIT BREAKER.YOU HAVE A SHORT IN WINDOW SWITCH OR BAD WINDOW ELECTRIC MOTOR.YOUR HEAT PROBLEM IS A STOPPED UP HEATER CORES.THE STOP LEAK STOP ITS HEAT.THE STOP LEAK HAS STOPPED OR PLUGGED YOUR HEATER CORE SO COOLANT CANT PASS THROUGH IT.YOU GOING HAVE TO FIX RADIATOR LEAK AND REPLACE HEATER CORE TO GET HEAT AGAIN.

The heater fan has stopped working on my 2000 Hyundai accent. Any ideas?

Perform a 'SHOCK' test of the blower motor (shock means HIT it. If it starts working, the brushes in the motor are worn out. If it doesn't start working, further diagnoses is required... check to see if you have power (battery voltage) and ground (continuity to chassis). if you have power and ground at the motor connector, then the problem is solved.. the motor is bad.
