Tune up, new fuel pump and filter and had the cyacayltic converters taken apart and cleaned
You cannot take apart the catalytic converters to clean them. They are sealed. If this was a shop that charged you for this service then find an honest competent shop to diagnose the Explorer. This almost sounds like an electrical issue (like arcing spark plug wires). If you open the hood in a really dark area, lightly spray some mist water onto the top of the engine while it's running and see small arcing sparks then it's time for new spark plug wires. You can do this little test for free before you take it to a shop.
