Change the fuse still nothing
It's either the control panel(or if your lucky just the switches that command it) or the compressor - in both cases it will be expensive to fix.
To find out which one just power the compressor directly from the mains with an additional power cable, if it starts it's the panel. If you don't know how to do that safely, call someone who does, don't take deadly risks.
