Question about 2007 Chevrolet Monte Carlo
Although I do not have an absolute answer....yet, I have had the same, and other similar situations arise in the past year on my 2007 Monte Carlo. I wonder if you 'remotely' locked your car? I have not had the car's lights stay on, when that procedure was followed. I have had the lights stay on, if the car was not locked....
Along the same problem, mine sometimes refuses to start. I have found that when I turned the key-switch completely off, (sort of a 'hard' reboot for your car's computer...), all systems worked properly, immediately....
I have also experienced a refusal of the car to turn off the 'accessory' circuit, after parking, and turning off the car. I play the radio loud. So, I notice when it has not turned off, as expected.... It should turn off, when the driver door is opened, or after an approximate 2-3 minute delay, (This is the normal expectation.). This seems more often, when I have already opened the door, before turning off the engine. If I close the door, and open it again, the accessory circuit drops out, as expected....., usually. Recently, I had to 'turn on' the car's accessory circuit again. Then, it shut down properly....
I realize that this has not definitively answered the original question. But, I have been grappling with these problems, and I am very frustrated by my own lack of finding solutions. I am still looking for a common pattern that would be 'repeatable'. Since I have not found one, I suspect that the root cause is a 'grounding' problem with the computer, or the circuit sensing systems, (corroded connector???). It could also be associated with the computer's "power supply filtering circuit". I feel this way, based upon similar problems in other types of 'computer-controlled' equipment, in older cars, and older electronic equipment.
I am skeptical of the 'solution' from "firea2z", about setting the parking brake. However, I shall be adding that to the list of possible corrective procedures.
Unfortunately, this is now sounding like a systemic problem for the model!!! So GM..., where is the 'fix'??? BTW: Since this model also is included in the recent key-switch recall, I have to wonder if there are other inherit problems in this switch assembly......

The neutral safety switch is used in automatics and prevents the car from being started in gear. In your car it should be located atop the transaxle near the shift cable. There may be two switches on this model that screw into the trans. housing. One is the backup lights switch, the taller one is the neutral safety. Check for a problem with the shift cable. If the trans is not really in either park or neutral, it's not going to actuate the switch. If the car is a stick, there is instead, a safety switch actuated by the clutch pedal.

The ck engine light should not be ignored, what sensor was shown to be bad ? Have it scanned again and replace the sensor that is bad if it still runs rough you might want to consider a tune up. Plugs, wires, fuel and air filter's and clean the throttle body with some gumout. It could also be the IAC motor Idle Air Control. Good Luck

Day time running lights run low voltage to the high beam bulbs so it sounds to me like you need two new bulbs or you need to check the fuses and see if any need replaceing.
