There is no way you could possibly have 2100PSI Oil Pressure, The gauge does not go over 100PSI and normal should be between 40PSI and 60PSI.

look for block return lines- air leak in suction lines -block fuel line or filter - defective injection pump -inoperative glow plugs.

I hope you don't shoot the messenger, It sound like a blown head gasket.
The white smoke is water in with the combustion.
The rough running is either no compression or coolant in with the fuel/air mix.
Things to check to confirm.
