If you could be more specific as to what kind of vehicle, I could probably be more help. As a general rule of thumb, 90psi is too low... You're looking for 120-130psi as a general rule. Different engines vary. Hope this helped!

If timming is off and vales are bad Dose this mean I need to rebuild the engine

Year make and model? Timing being off will make compression be low. Opening to soon or late. If the timing is good, then spraying oil in the plugs holes and doing a compression check will tell you.

Dose 80/70 psi [compression] mean the timing has jump

Certainly not good compression, and it could very well be timing jumped, especially if all cylinders are that low. If more questions please reply with engine size, and mileage please. Some engines allow you to confirm by removing top cover only.

I have a 1999 chevrolet express van, the ac dose not work. i turn the ac on and the clutch dose not engage on the compresser.what could be the problem? i have checked the fuse and the relay. they seem to...

Bruce did you check the freon. if the pressure is not enough the ac clutch will not engage. If it is the freon you may want to use a leak detector from your local autoparts store before wasting freon.
