It could be several things as some have mentioned, check for the simple and sometimes obvious like be sure there is gas, sounds rediculous but I have seen some so wrapped up in the repair that they don't notice that there is no fuel left. Also check for fuse plugs, I racked my brain on a truck that didn't start from fuel to spark etc and it ended up being a 5amp ignition fuse.

If you hear the fuel pump..
Ensure the vehicle is getting spark.
Example: take a spark plug out, plug it back into the plug wire. Sit it on the engine(or somewhere visible, do not hold it.. it will shock you!) crank engine and make sure the end of the spark plug sparks.

SOURCE: changing spark plug wires in 1998 camry

You aer not clear about your problem, when replacing plugs and wires all the boots need to stay in place, the larger boot goes around the spark plug, making sure the metal is secure around the tip of the plug, the oppisite end fits the distributer cap, making sure the metal at the end of the wire is securely in the hole. You said you have 3 boots, you should boots for each end of each plug wire and a plug wire for each spark plug

SOURCE: Turns over but will not start

Every vehicle needs three things to make it run. Fuel, spark and compression, Make sure your fuel filter is not plugged and the fuel pump is working. Check for spark and it sounds like you've got that covered. if all that fails check the compression of each cylinder. Let me know how you make out please.

Thank you

SOURCE: talked several days ago about

Front part of the engine, above the front exhaust manifold to the right. Its usually black/grey sensor with an eletrical connector running from the RH side of the engine. By the way the cam sensor controls spark, the crank sensor controls fuel pulse. hopefully this helps

2001 dodge stratus will the coil pack spark if the vavles are bent

if your valves are bent ,then i take it your timing belt has snapped .which means your camshaft can not turn ., so you can not get a spark at the plugs.if it was the old distributor you would have been able to check the coil with a spark plug tester the trouble is with a coil pack it is controlled by both sensors and your ECU but due to the camshaft not turning so your camshaft position sensor can not tell the ECU to fire the coil pack.

4x4 v8 1998 dodge truck won't start

well if ur not getting spark and u changed all of the ignition components lets think about the computer in order for the ignition to work you have crankshaft position sensor that fires the fuel injectors and the spark change that and if still nothing then change the camshaft postion sensor that sensor tells the computer that the 1 piston has came all the way up and it tells the crankshaft sensor to do its thing

on a 2-2 remove starter motor. disconnect sensor wiring, remove crankshaft mounting bolt and take out crank sensor. the sensor is located by the oil filter. as for the camshaft sensor, (the 2-2 is not equipped with a camshaft sensor)
