Sounds like the water pump isn't working ,so as coolant isn't being pumped around engine it boils away and the engine overheats, get this sorted out asap as this will very soon ruin your engine , cutting out when stopping is related

My 1996 Buick Riviera has a Traction, security light, seat belt light that stays on all the time and the Temp gage will register the correct temp then drop out as does the gear position indicator and then...

gear position indicator will start blinking a code(?) You may think it's blinking a code , but it's not . Doesn't have the capability to do that . Traction, security light on - take it and have DTC'S - diagnostic trouble codes checked . Sounds like you have insturment cluster problem , Without testing anything that would be a guess . Take it to a qualifieed repair shop an have it diagnosed .

Because you have done so many repairs already I would most likely say that the gauge is defective. I would use a manual temp probe and probe the coolant temp after the car has reached operating temp. Coolant will be between 180- 230 degrees. If coolant temp checks out and you can see coolant moving in radiator and the vehicle does not overheat then you will need either a gauge or a coolant sensor. To locate the sensor it should either be mounted in the thermostat goose neck housing or the intake manifold.

Temp guage in red' dummie light on engine not hot

Sounds like a faulty sensor, if the actual temp is 195/215. The ICM is processing the information it receives from the sensor and performs accordingly. A complete diagnostic scan would be helpful in determining the proper repairs needed to correct the problem.
Good luck...i hope this helps, please rate me a fixya.

It has a leak. Fill up the radiator and the coolant tank. Then restart it and check for leaks.

Pretty much. The temperature is low enough that if your engine is not properly prepared for the cold you could experience engine issues. i.e. Frozen radiator, tube failures and other issues like low viscosity oil which would create lubrication issues and premature pump failure. Best to ensure that your car is wheater ready for the cold. DRRXR :)
