Detrim the dash panel, snaps around the perimeter, a few bolts underneath, I think...when istr. panel is visible, you will see the surrounding mounting screws, remove, pull cluster forward, disconnect electrical connectors....reverse to install

if this is a throttle body motor which probably is check for vacuum leak were the throttle body bolts on to the intake .the gaskets go bad after awhile .or listen to here a hissing sound try to locate and you might find a vacuum leak there.

u will need a steering wheel puller,u will have to disharm and take airbag off if equip.,i would suggest to get manual it explains step by step procedure!

if it is cable driven, then unplug it at the trans an spin the inside of the cable with a drill at slow speed and see if the speed moves, if not then change the cable.
