John , abs sensor will not lock the wheels but a bad abs control unit can, try uplugging the control unit by master cyl If wheels do not unlock then open bleeders on calipers, if you get brake fluid under pressure there is a very good chance the abs unit may be bad and holding the brakes on. The abs unit is not cheap so make sure before you spend a small fortune. hope this helps. Bill

No, an abs sensor only senses the speed of the wheel. When one wheel locks up or is running considerably slower than the other wheels during braking the ABS system will reduce the braking power to that wheel to stop it locking up, hence the term Anti Lock Brakes. This happens in milliseconds. The sensor itself cannot lock a wheel up.
